The English Engineering Education program provides non-Japanese speaking students with a master's or doctoral study program conducted entirely in English. Over one hundred courses taught in English including coursework in Field Engineering for Environment; Engineering and Policy for Sustainable Environment; Human Environmental Systems, Architectural and Structural Design; Built Environment; Solid Waste, Resources and Geoenvironmental Engineering; Materials Science and Engineering; Mechanical and Intelligent System Engineering; and Applied Physics (will start from October 2010). Students can enroll for an April or October start date, however, MEXT scholarships offered by the program are available only for the October intake and the application deadline is 15 December of the preceding year.

The Ministry of Education, Culture, Sports, Science and Technology (MEXT or Monbukagakusho) has invited foreign students to study in Japan on government funded scholarships since 1954. There are five scholarship categories that are offered to United States citizens. These include Japanese Studies Scholarships, Research Student Scholarships, Teacher-Training Scholarships, Vocational Scholarships, and Undergraduate Student Scholarships. You must apply through your nearest Japanese consulate or embassy.

The International Graduate Program for Advanced Science (IGPAS) is an interdisciplinary graduate program in the Graduate School of Science, Tohoku University. It was established in October 2004 as the first international graduate program founded in Japanese national universities. IGPAS offers courses in English for international students who are eager to obtain masters and doctoral degrees from the Graduate School of Science. It is also aims to educate Japanese students to exert their abilities as internationally-active, professional scientists. IGPAS has proudly reserved positions of Japanese government scholarship for its master’s students since its foundation, and in 2008, IGPAS-Super Doctoral Course (SDC) has been started for doctoral students jointly with the Institute for the International Advanced Research and Education (IIARE) of Tohoku University. Students of IGPAS-SDC benefit from fellowship by IIARE to promote world
top-level, interdisciplinary research at the Graduate School of Science. Prospective students will have excellent opportunities to study modern science and conduct cutting-edge research with top-level scientists currently working at Tohoku University.
Tokyo Tech's International Graduate Program aims to offer international students an opportunity to enroll directly in the Master's or Doctoral programs at Tokyo Tech to qualified students with little or no knowledge of Japanese to pursue a full-degree program of advanced studies in Japan. Since lectures and seminars are given in English, it is no longer essential to master the Japanese language.

The International Graduate Program for non-Japanese students was launched in 1999, offering advanced professional training leading to the degrees of Master of Engineering and Doctor of Engineering. Students will have the unique opportunity of taking a degree from the University of Tokyo with lectures and research conducted completely in English. Applicants who have exceptional academic records will be awarded Monbu-Kagakusho scholarship for the whole period of graduate program. Applications are due in November for admission to the following academic year. The program is formed by the following 6 departments out of 19 departments in the School of Engineering, the University of Tokyo: Mechanical Engineering, Electrical Engineering and Information Systems, Materials Engineering, Aeronautics and Astronautics, Chemical System Engineering
